The diplomatic relations between Ukraine and the United Arab Emirates were established on October 15-1992, and witnessed a great development after the opening of the Embassy of the United Arab Emirates in Kiev in 2013.
Visits exchange:
- In April, 1993 the first Ukrainian governmental delegation headed by Prime-Minister Leonid Kuchma visited the UAE. Fruitful negotiations regarding the establishment of bilateral cooperation took place.
In January 1994, the Embassy of Ukraine was opened in Abu Dhabi.
- In January 2003, President of Ukraine Leonid Kuchma visited the United Arab Emirates. Parties agreed to intensify economic relations between the two countries through the implementation of joint investment projects. Issues of cultural and regional cooperation were also discussed.
- President of Ukraine Viktor Yushchenko visited the United Arab Emirates during 16-17 November 2009. During the visit parties held negotiations on cooperation in the political, military, economic, scientific, cultural and humanitarian fields, as well as creating conditions for more development projects between the two countries.
- The Minister of Foreign Affairs of the United Arab Emirates, His Highness Sheikh Abdullah bin Zayed Al Nahyan visited Kiev on May 18-19, 2011. In the framework of the visit the Joint Committee was established between the two countries and activating bilateral cooperation was discussed.
- Ukrainian Foreign Minister Kostyantyn Gryshchenko visited the UAE on 7-8 October 2012, where he held bilateral talks with his Emirati counterpart, Sheikh Abdullah bin Zayed Al Nahyan, and chaired the second session of the Joint Committee.
- Former Ukrainian President Viktor Yanukovych visited Abu Dhabi on November 26 2012, where he held talks with His Highness Sheikh Khalifa Bin Zayed Al Nahyan, President of the United Arab Emirates, and His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai and His Highness Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces.
- In the year 2015, Emirati-Ukrainian relations culminated in the visit of former Ukrainian President Petro Poroshenko to Abu Dhabi on the sidelines of the IDEX exhibition and his meeting with His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai and His Highness Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the UAE Armed Forces.
- On November 1-2, 2017 President of Ukraine Petro Poroshenko paid a working visit to the United Arab Emirates and has held negotiations with His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai. During the visit a number of bilateral agreements were signed:
Memorandum of Understanding between the State Space Agency of Ukraine and the United Arab Emirates Space Agency in the Space Exploration Area
Agreement between the Cabinet of Ministers of Ukraine and the Government of the United Arab Emirates on mutual abolition of visa requirements
Agreement between the Cabinet of Ministers of Ukraine and the Government of the United Arab Emirates on Cooperation in the Sphere of Culture.
- His Excellency Dr. Anwar Gargash, Minister of State for Foreign Affairs visited Ukraine in August 16-17, 2018 and co-chaired the third session of the Joint Committee, which resulted in the signing of the following agreements:
Memorandum of Understanding in the Fields of Energy Efficiency, Renewable Energy and Other Source of Energy between the Ministry of Energy and Industry Of the United Arab Emirates and the State Agency on Energy Efficiency and Energy Saving of Ukraine
Memorandum of Understanding on Cooperation between the Emirates Diplomatic Academy and Hennadii Udovenko Diplomatic Academy of Ukraine at the Ministry of foreign Affairs of Ukraine and Protocol of the Third Session of Joint Committee.
- Ukrainian Foreign Minister Dmytro Kuleba visited UAE on December 7, 2020, where he met with His Excellency Dr. Anwar Gargash, Minister of State for Foreign Affairs, and they reviewed relations between the UAE and Ukraine, in addition to discussing issues of common interest.
- President of Ukraine Volodymyr Zelensky and accompanying delegation visited UAE on February 14-15, 2021.
- During the visit a number of important bilateral documents were signed:
A Protocol between the Governments of Ukraine and the UAE amending the Agreement between the Government of Ukraine and the Government of the UAE on the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income and on capital
Agreement on cooperation in combating crime and terrorism between the Cabinet of Ministers of Ukraine and the Government of the UAE
Memorandum of Understanding was between the Ministry of Internal Affairs of Ukraine and the Ministry of Internal Affairs of the UAE on mutual recognition of national driver's licenses
Memorandum of Understanding between the Ministry of Economic Development, Trade and Agriculture of Ukraine and the Office of the UAE Minister of State for Food and Water Security
Memorandum of Understanding on cooperation in the field of tourism development between the State Agency for Tourism Development of Ukraine and the UAE Ministry of Economy
Memorandum of Understanding in the field of land management between the State Service of Ukraine for Geodesy, Cartography and Cadaster and the Ministry of Climate Change and Environment of the UAE.
