How to open the attachment download link on the Service Application page?

• Please double-click the download link to browse and download files on the device.

Are you unable to complete the online payment process?

• If the error is displayed on the first page of the service, please enter all data correctly. • Moving to the second page of the application, please make sure to click on the ‘Complete Payment’ option, then agree to the terms and conditions. • However, if the error appeared on the card payment data entry page, it is often because the card payment data entered may be wrong, or you have to contact your bank. Because some banks restrict using cards outside the UAE. The error may be due to an administrative or a technical issue, at which point the bank will have the authority to follow up on the issue, inform you of the cause and solve the problem. • Then, you can complete the application form and try to make the payment again.

Can you explain why I’m facing difficulties or issues while completing the Smart Mobile App: (UAE MOFA) forms?

Please make sure you: • Fill all mandatory fields • Complete all fields correctly • Stick to a 1 MB attachment size limit

Are you facing difficulties registering, accessing the account or changing personal info on the website?

• Please, ensure that you have correctly entered the data on the application form as identified. Make sure to enter correctly the Captcha appearing on the bottom of the page.

Have all these attempts failed to make the payment a success?

What to do if Error (404) is displayed on any service, website pages or Smart Mobile App: (UAE MOFA)?

• It is a technical failure: Please send a screenshot of the displayed error message its link and account info (email, username, and contact number) to forward the problem to the competent authority, which will help solve it the issue. In addition, please use the complaints page on smart channels.

How can I file a complaint, inquiry or suggestion?

• You can file it through the complaint, inquiry or suggestion page on www.mofa.gov.ae/ar-ae/contact-us or by calling our Contact Centre on 80044444.

What payment methods are accepted at the UAE missions?

• Most missions accept debit and credit cards as forms of payment. However, some missions may have other forms of payment. Please check the Mission's website for further details or contact us for inquiries.

What are the procedures followed to obtain a return document for newborns?

An application for a return document - for newborns, is submitted on the website of the Ministry of Foreign Affairs and the smart application, with the documents designated for the request being completed:

• A copy of the child's birth certificate certified by the Ministry of Foreign Affairs of the country of residence and the country's mission abroad. A copy of the father's passport. A copy of the mother's passport. A copy of the marriage contract (certified by the Ministry of Foreign Affairs, the headquarters of the mission or the embassy).

• A copy of the complete family book

• Receipt of the return document via e-mail

What if I'm having difficulty accessing the website and smartphone app?

What if I've completed the service request process but haven't received the email containing the payment receipt?

If your payment has been confirmed by your bank, the payment receipt will be sent to your registered email address. You can also visit the Ministry's website, access the list of applications, enter the details of the application, and select 'payment receipt.

Do I need to upload any attachments via the attestation service on the website or app?

No, the attestation service does not require uploading of any attachments. Only the original document must be delivered to the selected delivery companies.

What is the procedure for refunds on the amounts paid for the attestation service?

  • If your application is rejected by the Ministry of Foreign Affairs or UAE mission, the refund will be automatically processed within 14 working days.

  • If your application has not been delivered to the Ministry of Foreign Affairs or mission abroad, please log into the Ministry's website, select 'application cancellation list,' and the refund will be processed within 14 working days. Please note that delivery fees are not refundable

Can someone else attest documents on my behalf?

Yes, anyone can submit the application on behalf of the document owner.

How can I find out about the status of the submitted application?

  • You will receive an email at your registered email address with the application status.

  • You can also check the status of the application by logging into the Ministry's website.

How can I track my shipment?

Depending on the delivery company selected on the website, you can track the shipment through the link provided by the delivery company.

How can I log into the Ministry of Foreign Affairs website?

  • Individuals can log in via the UAE Pass smart login system.

  • Visitors can also register and log in via the UAE Pass smart login system.

What are the requirements and conditions to attest documents issued in the United Arab Emirates?

  • Avail of the service via MoFA’s official website or the UAE MOFA smartphone application.

  • The original document must be attested by the issuing government entity: it must bear the seal of the government entity that issued it. Choose the correct attestation body, whether inside or outside the country.

  • Ensure the original document or digital document with the QR code is attached.

  • There should be no lamination on the document

  • The original document should be placed inside an envelope before handing it over to the delivery service employee.

  • Authentication of electronically certified documents: Please attach the QR code or any link issued by the authorized entity for verification and authentication of the document.

What is the fee for the attestation service?

  • For personal status documents, the service fee is AED 150.

  • For commercial documents, the service fee is AED 2000.

  • (Note: Commercial contracts may be considered as multiple documents depending on their content, and the fees for documents related to commercial agreements may vary.)

How can I track my shipment?

Once the delivery service provider receives your shipment, you will receive an email or WhatsApp chat notification to track your shipment.

How can I send documents to the Ministry of Foreign Affairs after paying the attestation fees?

If you select the Ministry of Foreign Affairs as the attestation site, the chosen delivery company will contact you.

What are the delivery service options?

  • Aramex: Regular (3 working days): AED 40, Express (Same day delivery): 150 AED
  • Emirates Post: Regular (3 working days): AED 31.50, Express (Same day delivery) 105 AED
  • Zajel courier: Regular (3 working days): AED 31.50, Express (Same day delivery) 126 AED
  • Tawzea: Regular (3 working days): AED 36.7, Express (Same day delivery) 95 AED

How many documents can be submitted?

Regular Courier can include up to 25 documents, and Express Courier can include up to 10 documents.

What documents need to be handed to the delivery company?

You should hand the original document or digital document containing the QR code to the courier.

Can I choose different locations for document delivery and receipt?

You can change the location for delivering and receiving your shipment after communicating with the selected delivery company. Please note that changing these locations may delay service, and the concerned entity is not responsible for this delay.

Are there any customer happiness centers affiliated with the Ministry of Foreign Affairs?

The Ministry does not have any Customer Happiness Centers. You can apply for services via the Ministry of Foreign Affairs website or the UAE MOFA smartphone application.

What are the requirements for the attestation of documents issued outside the UAE?

  • The original document must be attested by the Ministry of Foreign Affairs of the issuing country.
  • The document can then be attested by the UAE Embassy or Consulate in the issuing country·
  • To avail attestation services offered in UAE missions abroad, please contact the nearest UAE mission to your location.

How can I attest my documents in a country that does not have a UAE embassy or consulate?

Attestation in the UAE

Where are Customer Happiness Centres (Attestation Centres) located within the UAE?

The Ministry of Foreign Affairs provides all its services electronically through its website and smartphone application only. 

All customers can now submit all transactions related to MoFA’s attestation service through the Ministry’s official website www.mofa.gov.ae and the UAE MOFA smart application, upon fulfilling all terms and conditions.

MoFA Customer Happiness Centres are closed, in line with the directives of the UAE visionary leadership towards improving government services and customer experience. 

What are the prerequisites of attesting documents?

  • The original documents or digital documents or documents with QR code
  • Ensure that your documents are not laminated. Laminated documents cannot be attested and will be rejected. 
  • Make sure the appropriate governing bodies have attested your documents before attestation of Documents. Missing attestation will be rejected. 
    For documents issued within UAE: 
    o Original documents must be attested by the governing entity except for digital documents issued by a government entity or documents attested electronically. Example: a birth certificate will need to be attested by the Ministry of Health & Prevention or the local health authority. 
    o Documents must be attested by MoFA through the Ministry’s official website www.mofa.gov.ae or the UAE MOFA smart application
    o Documents can then be attested by one of our embassies or missions abroad.
    For documents issued outside the UAE:
    o Original document must be attested by the Ministry of Foreign Affairs of issuing country. 
    o Document can then be attested by one of UAE’s Embassy or Consulate in issuing country by applying though MoFA online channels. 
    o Original documents must be attested in the UAE through the Ministry’s official website www.mofa.gov.ae or the UAE MOFA smart application. 

How can I send my documents to MoFA after successful payment of attestation fees inside the UAE?

If you selected UAE as a location for attestation, you will be asked to select the type of courier service desired for the service. Once you have successfully paid for the transaction, a courier service representative will contact you to collect your documents. 

There is a limit to the number of documents you can submit in one transaction, based on the courier service pack you select. 

How many documents can I submit in one request? And how long does it take to complete the Official Documents, Certificates and Commercial Invoices attestation service?

There is a limit to the number of documents you can submit in one transaction, based on the courier service pack you select. 

MoFA customers in the UAE can chose among the various courier services available:

1) Normal: 3 working days - up to 25 documents per transaction
2) Express: 1 working day - up to 10 documents per transaction
3) Prepaid Courier Service: there is no limit to the number of documents you can have attested. Various packages for companies and entities, please contact us for more details.    

Can I select a different location for collection and delivery?

Pick-up and drop-off location for collection and delivery must be at the same.

What are the courier services available inside the UAE?

Can I use a courier service outside the UAE?

At the moment, the courier service provided through MoFA’s website: www.mofa.gov.ae only covers the UAE. However, some missions may accept appointments by phone or may have agreements with service providers in their respective cities/countries. How can I request a refund of a transaction?

How can I get my payment receipt?

  • Log into the MoFA Website: www.mofa.gov.ae or Smart Mobile App: (UAE MOFA) using your username and password.
  • Choose Tasks (My Requests). 
  • You can refer to the table that mentions the Request ID, the Follow-up Number, the e-service name, the creation date and the last action. 
  • Click your request ID number, which starts with (ATS- 202XXXXXX). The page will update automatically.
  • Certificates: you can refer to the table that mentions the country of origin, certificates types and quantity. 
  • In the same schedule, you can find your payment receipt.

Attesting commercial invoices and certificates of origin through the eDAS System

What is the eDAS system?

- The Ministry has launched the new Electronic Documents Attestation System (eDAS) for the attestation of documents of imported goods to UAE electronically with a digital stamp.  For the moment, eDAS attestation will be restricted to the following documents;

  • Commercial Invoices for imported goods into the United Arab Emirates local market
  • Certificates of Origin

The system will be fully automated which allows the majority of documents to be attested seamlessly and with no human intervention. In return, the system will be able to offer electronic attestation with digital stamp in a much shorter time, effort, and lesser expenses compared to the previous process. 

Therefore, documents should be scanned with high resolution in PDF format and uploaded to the portal along with correct data entry to proceed with the transaction. After some time, the system will confirm the transaction status as valid and you can then download the attested documents. 

How to open an eDAS account in order to use the system?

Step 1: Go to MoFA’s website or type the following link in your browser: https://www.mofa.gov.ae/

Kindly make sure to register under a company account and complete the account activation process. Once the account is successfully registered and activated, make sure to log out from your account. 

Step 2: Type the following link in your browser: https://attest.mofa.gov.ae/mofa

Under Company Login, enter the same username and password you used to register, then click on Login. You will be redirected to the second phase of account registration. Kindly fill in the details and upload the trade license. Upon successful authentication, the system will allow you to log in and you can start uploading documents for attestation. 

How to process a transaction with 1 Certificate Of Origin and 1 Commercial Invoice in the eDAS System?

Step 1: Scan COO and Commercial Invoice separately in PDF format with high resolution.

Step 2: Login to your account and start a new application 

Step 3: Enter accurate details of documents to the eDAS portal

Step 4: Upload the documents and click on Submit

How to process a transaction with 1 COO only in the eDAS System?

Step 1: Scan COO and Commercial Invoice separately in PDF format with high resolution.

Step 2: Login and start a new application 

Step 3: Select type - Certificate Of Origin 

Step 4: Add accurate details of the document to the eDAS portal

Step 5: Upload the document and click on Submit

How to process a transaction with 1 COO and Multiple Invoices in the eDAS System?

Step 1: Scan COO and Commercial Invoice separately in PDF format with high resolution.

Step 2: Login to your account and start a new application 

Step 3: Add accurate details of documents to the eDAS portal

Step 4: Upload documents accordingly and click on Submit

Step 5: Click the replicate option for remaining invoices 

Step 6: Do necessary edits on replicated transactions 

Step 7: Submit transaction

How to process a transaction with 1 Commercial Invoice with Multiple COO in the eDAS system?

Step 1: Scan COO and Commercial Invoice separately in PDF format with high resolution.

Step 2: Login to your account and start a new application 

Step 3: Add accurate details of documents to the eDAS portal

Step 4: Upload documents accordingly and click on Submit

Step 5: COO must be uploaded individually and cannot be uploaded using replicate option.

What types of invoices DO NOT have to be uploaded in the eDAS system?

All invoices have to be uploaded in eDAS system with the exception of the following:

  • If documents have already been attested and have a clear MOFA Stamp (No other stamp will be accepted and will thus be treated as noncompliance).
  • Any invoice that shows a national purchase as movement of goods from onshore to onshore areas in the UAE – not to include invoices related to movements from free zones to onshore areas.
  • 3rd Country Transit Shipment from one country to another.

What types of invoices have to be uploaded in eDAS system?

  • Rest of the world (ROW) shipping to UAE mainland
  • Free Zone shipping to UAE mainland
  • GCC countries shipping to UAE mainland
  • Import for Re-export shipping 

What should we do when COO is attested instead of Commercial Invoice?

Select attestation for both invoice and COO and once filling out the application do the following:

  • Make sure that “Attest Certificate of Origin” option is UNTICKED
  • In the field source chamber please select the option “Others”, then in the field of chamber name type COO not available 
  • In the field of source country please list the exporting country 
  • In the field of COO file upload, please upload a copy of the invoice you need to attest.

Are GCC goods exempted or not?

GCC manufactured goods are exempted and must be uploaded into system along with Certificate Of Origin (COO must be uploaded for exemption but does not need to be attested)

Note: if you need to attest a document for GCC manufactured goods to get other services such as a “MOIAT duty exemption”, you can upload and attest such document.

Do I have to upload the bill of lading or delivery documents or any other documents?

No, kindly just upload the Commercial invoice and Certificate Of Origin. MoFA will inform you if any other documents are needed.

Is there any preferred browser to be used for eDAS?

Chrome, version 97.0 or later -  Edge, version 97 or later

In the event that origin of goods is not available is it ok to mention beneficiary country?

Kindly mention country of origin specified in commercial invoice. If there is no country of origin mentioned in commercial invoice, kindly mention country of exporter.

If the certificate of origin is not presented by the chamber of commerce, what should be selected under Source Chamber in eDAS system?

Choose others and mention COO not available.

If the port of discharge is a free zone, does the document need to be attested?

If the port of discharge is a free zone, there is no need to attest the document and no need to upload it in the system. If the document was uploaded in the system, it will be attested upon customer request.

If COO shows multiple countries of origin, is it ok to mention only one country of origin as there is no possibility to select multiple options in the eDAS system?

Simply select one of the countries as a country of origin from the list.

If consignee name is not mentioned in the documents how to proceed further?

If the consignee name is not mentioned, please list the buyer as consignee.

No, it must be done individually, every shipment in an individual transaction.

Do invoices related to services and installation/construction need to be uploaded?

If goods are already cleared by customs, should those documents be attested as well?

Yes. If goods are already cleared by customs, kindly upload relevant documents as attestation is mandatory for goods imported to the UAE.

At which stage of handling should we upload the documents?

It is up to user but we generally advise that documents are uploaded when they are accepted.

When a document of zero value consisting of advertising materials or similar materials is received, is it required to upload the invoice in the eDAS system?
