Citizenship

The United Arab Emirates has approved amendments to the Executive Regulation of the Federal Law concerning Nationality and Passports allowing investors, professionals, special talents and their families to acquire the Emirati nationality and passport under certain conditions.
The step aims at appreciating the talents and competencies present in the UAE and attracting more bright minds to the Emirati community in a way that contributes to the development and prosperity of the country.
Categories that can qualify to acquire the Emirati nationality include investors, doctors, specialists, inventors, scientists, talents, intellectuals, artists and their families (spouse and children), meanwhile the amendments allow retaining the current nationality.
Acquiring the Emirati citizenship will be done through nominations from Rulers and Crown Prince’s Courts, Executive Councils, and the Cabinet based on federal entities nominations.
Conditions for granting citizenship Under the directive of President His Highness Sheikh Khalifa bin Zayed Al Nahyan, the Cabinet chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, approved the amendments of the Executive Regulation of the Federal Law concerning Nationality and Passports.
The amendments specified the conditions that must be met in each category such as: Investors are required to own a property in the UAE.
Doctors and specialists must be specialized in a unique scientific discipline or any other scientific principles that are highly required in the UAE, the applicant must have acknowledged scientific contributions, studies and research of scientific value and a practical experience of not less than 10 years, in addition to obtaining membership in a reputable organization in his field of specialization.
Scientists are required to be an active researcher in a university or research Centre or in the private sector, with a practical experience of not less than 10 years in the same field. They also should have contributions in the scientific field such as winning a prestigious scientific award or securing substantial funding for their research during the past ten years, it is also mandatory to obtain a recommendation letter from recognized scientific institutions in the UAE.
Inventors who are willing to acquire Emirati citizenship are required to obtain one or more patents that are approved by the UAE Ministry of Economy or any other reputable international body, in addition to a recommendation letter from the Economy Ministry.
Individuals with creative talents such as intellectuals and artists should be pioneers in the culture and art fields and winners of one or more international award. A recommendation letter from related government entities is mandatory as well.
In case of qualifying, and before acquiring the citizenship, other requirements include swearing the oath of allegiance, committing to abide by the Emirati laws and officially informing the respective government agency in case of acquiring or losing any other citizenship are mandated.
The UAE citizenship offers a wide range of benefits includes the right to establish or own commercial entities and properties, in addition to any other benefits granted by federal authorities after the approval of the Cabinet or local authorities.
As per the amendments, the citizenship can be withdrawn upon breach of the conditions.
Acquiring the Emirati citizenship will be done through Rulers and Crown Prince’s Courts, Executive Councils, and the Cabinet based on federal entities nominations.

The consular section:

The required steps to attest the documents in the Embassy of the UAE in Moscow:
-The documents should be translated into Arabic language or English language and notarized by a Notary Public as a preliminary to their legalization.
- The documents should be legalized in the Ministry of Justice of the Russian Federation (The main office in Moscow).
- The documents should be legalized in the Ministry of Foreign Affairs of the Russian Federation (The main office in Moscow).
-Registration in the website of the foreign affairs and international cooperation ministry of the UAE http://www.mofaic.gov.ae  for payment the fee as follow:

- Attestation of official documents and certificates.
- Fill the required information     
- Proceed to the payment.     
- Print the receipt.
The normal document 150 AED.
The commercial document 2000 AED.
*Certificate of origin should be legalized in the ministry of the Justice and the ministry of the foreign affairs.
Commercial invoices and agreements could be certified in the Chamber of Commerce and Industry of the Russian Federation.
Invoice is legalized only along with a Certificate of Origin.
Submit and receive the documents in Consular Section of the Embassy from 10:00 to 12:00 Monday to Thursday.
Friday only for receiving from 11:00 to 12:00.

 

Traveling to Abu Dhabi from within the United Arab Emirates:

The Abu Dhabi Emergency, Crisis and Disasters Committee has updated procedures to enter the emirate from within the country, effective. 

The decision aims to enhance precautionary measures to contain and eliminate the spread of Covid-19. 

The procedures continue to allow entry into the emirate within 48 hours of receiving a negative PCR test result Those remaining in the emirate for 4 days or more, must take a PCR test on day 4 of entry, and another PCR test on day 8 of entry for those staying for 8 days or more. 

The updated procedures allow entry into the emirate within 24 hours of receiving a negative DPI test result, but DPI tests cannot be used to enter two consecutive times. 

Those entering Abu Dhabi using a DPI test and staying for more than 48 hours, must take a PCR test on day 3 of entry, and another PCR test on day 7 if staying for 7 days or more. 

The procedures apply to all UAE citizens and residents, except for volunteers in vaccine clinical trials and those vaccinated as part of national vaccination programs who have active icons (gold star or letter E) on AlHosn app and should adhere to their respective protocols. ‎

Travelling to Dubai:

All passengers arriving into Dubai must hold a negative COVID19 PCR test certificate for a test taken no more than 72 hours before departure. 

UAE nationals are exempt from the above but will be required to take a COVID19 PCR test on arrival at Dubai airport. 

Children under the age of 12 and passengers who have a moderate or severe disability are exempt from the COVID19 PCR test Passengers will be required to take another COVID19 PCR test on arrival at Dubai International airport. Passengers transiting through Dubai are required to present a negative COVID19 PCR test certificate for a test taken no more than 72 hours before departure, as well as to follow any requirements mandated by their final destination. 

The certificate must be a Polymerase Chain Reaction (PCR) test. Other test certificates including antibody tests and home testing kits are not accepted in Dubai.

Travelers must bring an official, printed certificate in English or Arabic to check in – SMS and digital certificates are not accepted.

COVID19 testing laboratories: The UAE government has specified designated laboratories. You can use either the recommended laboratories in the link below or any trusted and certified laboratories in your country of origin to get your COVID19 PCR test.

When you arrive when you take another COVID19 PCR test on arrival, you must remain in your hotel or residence until you receive the test result. 

If the test result is positive, you will be required to undergo isolation and follow the Dubai Health Authority guidelines. You must also download the COVID19 - DXB Smart App iOS Android.

UAE citizen services Passports and return documents issuance

Issue an electronic return document to UAE citizens in case of an emergency (loss, damage or expiry of ordinary passport) during travel through UAE representative missions abroad in order to facilitate their return to the Country.
 
The service has been simplified to be obtained through only three steps as follows:

1. UAE Pass Login.
2. Apply for service electronically and attach required documents.
3. Receipt of electronic return document via e-mail.
Required Documents:
Issuance of a return document by virtue of the loss of the ordinary passport:
- Copy of lost passport.
- A copy of the passport loss report.
- Personal photo.
Issuance of a return document by virtue of the expiry of the ordinary passport:
- Copy of expired passport 
- Personal photo
Issuance of a return document by virtue of the damage of the ordinary passport:
- Copy of damaged passport.
- Personal photo.
- A written message explaining the reasons why the passport was damaged or a copy of the damaged passport.

Issue Returning Document for New Born

Issue an electronic return document for children of UAE citizens born while abroad through the UAE missions abroad to facilitate their return to the Country.
The service has been simplified to be obtained through only three steps as follows:
1. UAE Pass Login
2. Apply for  service electronically and attach required documents
3.   Receipt of  electronic return document via e-mail

Required Documents
Issue a return document for newborns
- A copy of child's birth certificate attested  by the Ministry of Foreign Affairs of the country of residence and the UAE Mission Abroad
- Copy of father's passport
- Copy of mother's passport
- A copy of the marriage contract (attested  by the Ministry of Foreign Affairs of the country of residence and the UAE Mission Abroad)
- Full copy of Family Book

Twajudi
"Twajudi" is a service provided by the Ministry of Foreign Affairs to facilitate communication with UAE nationals abroad, assist them, and coordinate their repatriation in case of an emergency or crisis.

Procedures: 
1. Log into one of MoFA's smart channels via UAE Pass by entering your existing UAE Pass username and password, or create a new username.
2. From the "Individual Services" tab, select Twajudi. Then, click "Start Service" to enter your travel details and submit the application.
3. You will receive an SMS and an e-mail with a reference number confirming your registration.

Visas

Russian-UAE mutual visa waiver agreement

On February 17, 2019 the Agreement Between the Government of the United Arab Emirates and the Government of the Russian Federation on Reciprocal Visa-Free Travel comes into force.
According to the agreement, citizens of the United Arab Emirates and the Russian Federation, holders of valid passports of any type (diplomatic, special, ordinary) which are still valid for a period not less than six months, and who have no intention to work, study or live in the United Arab Emirates and the Russian Federation, are relieved from visa requirements and have the right to enter, stay or transit through the other country on a 90-day visa-free basis.
The total period of authorized stay should not exceed ninety (90) days within each period of one hundred eighty (180) days.
UAE and Russian citizens shall cross the border only through the crossing points open to international passenger traffic in accordance with the legislation of the State of each Party.
If the duration of stay totaled 90 days within 180 days from the first entry, citizens should exit the UAE or the Russian federation and can re-enter only after 180 days from the first entry date.

The Embassy issues entry visas to the UAE to the holders of diplomatic and private passports in the Russian Federation:
The required documents:
- Diplomatic verbal Note to support visa issuance with the passport holder's name, position, and the purpose of the trip.

- completed applications http://www.uae-embassy.ru/Visa_Application.pdf  the sponsor information, the purpose of the trip is to be identical on the application and on the diplomatic note.

- 1 identical color photos, (3x4 cm)

- A color copy of Passport, 1st page + completed pages.

- A Color copy of passport cover.

- Passport should have at least six months of validity.

Applications are submitted by e-mail of the consular section moscowemb.cans@mofa.gov.ae during the working hours from 09.00 to 17.00 Monday to Friday.
